<text>Ceramics are one of the major artefact types that are found in maritime archaeological excavations. Some of these ceramics have letters written in ink on them. Tthese letters are categorized as “Gang (綱)”. “Gang” is an important historical material to "Gangshou (綱首)", which is the name of a group of leading trade merchants operating during the Song dynasty in the literature records. Gang written on ceramics have several types, such as “gang”, “family name + gang”, “gangsi (綱司)”, and “family name + gangsi”. These “Gang” ceramics have been found in ruins on Hakata (博多) and in northern Kyushu in Japan, Mado (馬島) underwater ruins in Korea, and Penghu Island (澎湖島) ruins in Taiwan. It was also collected from under the sea near Hong Kong. In mainland China, these are also excavated from the Nanhai I Shipwreck (南海), Shipwreck of Quanzhou(泉州) Bay, Strata of Song Dynasty in the Nanyue (南越) Palace ruin, and in Guangzhou(広州). This study examines merchant excavation locations of "Gang" identified ceramics within the maritime archeological context.</text>

<text>In the maritime heritage preservation field, we preserve what we value, and (perhaps) we only value what we truly understand. The nautical technology of traditional Chinese sailing vessels that crossed the Pacific, often demonstrated through the stories of their voyages, have now opened a window for non-Chinese to understand more of the maritime heritage of China and the legacy of Chinese seafaring. Yet, when the Western public first began to encounter these unfamiliar vessels, very few were capable of understanding what they were seeing. With the exception of the few nautical experts of the time, most could not grasp the technical or cultural construction features. Foreign observers were hampered by their social biases, reluctant to grant maritime expertise to shipwrights and sailors from a non-European tradition, unable to recognize the obvious skills that produced vessels so unfamiliar to their own experiences.
They regarded Chinese vessels as quaint and unwieldy creations, derived somehow by accident, or built after the fashion of sea monsters. Vessel designs were generally thought to represent "ancient times," no matter where or when they may have truly originated. Public appraisals often comprised an odd mixture of surprise and contempt. As we now know, the exact opposite was often true: the Chinese vessels that found their way to scattered ports across the Pacific were complex craft. Most represented successful regional designs evolved over many years of trial and error on long sailing voyages.
The Free China was one of the vessels that successfully crossed the Pacific, yet was then subject to some of this foreign bias and misunderstanding. The obstacles faced, therefore, in the preservation story of the Free China include not just the storms of her ocean passage and the ravages of shipworms and weathering over time, but also inherent biases and misunderstandings during her sojourn to the West. Maritime encounters on the global ocean, including Western experience with versions of Chinese traditional ship design, sometimes tell us more about our own limitations as humans, than they do about the amazing variety of nautical design within our shared maritime past.

<text>It is well documented that Chinese sailing vessels of a certain type and length (up to 200-meter and nine-masted vessels) had sailed the waters Magellan and Columbus “discovered” half a century later. But to this day, in the eyes of the modern mariners these Chinese vessels remain a myth. Why aren’t junks seen outside of China? Why are there no junks with more than two masts? Why was there no recording of any junk crossing the Pacific Ocean? Are they fit for ocean sailing? Five fishermen and one professional diplomat took upon themselves in 1955 to seek answers to the myth. With no previous experience in sails, they took a 50-year-old Fuzhou “flathead pole junk” across the Pacific. Through hands-on experience, these seafarers discovered the junk’s unique features that made her the most seaworthy vessel they had ever set foot on, namely the watertight bulkheads, the self-draining deck, the shroud-less masts, the slanting foremast, the self-adjusting ballast tank, the battens that stretched the sails from luff to reach, the automatic reefing and an adjustable rudder that also served as a center-board. These Chinese vessels had explored the seas beyond China for thousands of years with one purpose: Trade and Cultural Exchange. Since there was not much culture and trade to the east of China before the 17th Century, the Pacific was left out. After the death of Emperor Zhu Di in Ming Dynasty, Confucians took over the ruling of the court from the adventure-seeking Eunuchs. They enforced a strong closed-door policy. Under this policy, all oversea voyages were banned. No ships with more than two masts were allowed. Violators were punishable by decapitation. As time went on, the tradition lasted to the day when steamships took over. </text>

<text>Diaoyutai Islands are a group of islands affiliated to Taiwan. There are many discourses on the sovereignty and legality of claim on the islands. This article firstly introduces the history of Taiwan's only ancient Chinese junk "Free China", describes its tortuous voyage and the process of salvaging it back to Taiwan, and highlights the importance of this cultural heritage. Following that, this research proves with historical evidence that the crew of the ship had visited the Diaoyutai Island in 1955 and to restore its image that it was an are of long held traditions for Taiwanese fishermen to to sail and fish. This article hopes that this historical study will provide alternative views and arguments for the discussion of Diaoyutai sovereignty and related issues from the perspective of cultural heritage preservation, traditional territory and sovereignity themes.
The article also discusses the relocation of Free China from the National Museum of Marine Science and Technology (NMMST) to the National Taiwan Ocean University (NTOU) in 2019. Finally, it proposes several suggestions for future study on historic evidences and ship preservation.

<text>The archaeological community seems to acknowledge the touristic side of the underwater cultural heritage but only if is not incompatible with the protection and management of underwater cultural heritage. In fact, the 2001 UNESCO Convention on the Protection of the Underwater Cultural Heritage highlights the importance of public awareness and public enjoyment of the underwater cultural heritage. This is implicitly pointing out the necessity of a sustainable use of this heritage: it tries to balance the desire to conserve and protect versus the desire to exploit. However, while it has been accepted that the heritage needs to be available to all, its availability sometimes could threat its integrity: mass tourism can bring pollution, economic exploitation and mass transit.

Sustainability means living in a way that do not endanger the life chances of people alive tomorrow by exhausting the earth’s resources and destroying its environment. In our case, it means enjoying the underwater cultural heritage today in a way that do not endanger it for tomorrow. However, underwater cultural heritage can be places to visit and learn, giving economic benefits to local communities. New options have to be developed for making underwater cultural heritage accessible to all since involving society is not only necessary but also a good way to preserve the underwater cultural heritage.

This session seeks to find proposals where the management of underwater cultural heritage complies with a sustainable development: to provide education, protection and accessibility. The Asia‐Pacific Conference on Underwater Cultural Heritage is the perfect scenario to keep an open mind to attract new ideas where not only the preservation of the underwater heritage but also its enjoyment by all can become a reality: the sustainable use of underwater cultural heritage is possible.

<text>Port and harbour developments, marine wind farms or submarine pipelines and cables are all part of an increasing demand for ocean resources with consequences for the preservation of underwater cultural heritage: identifying and assessing potential impacts to minimise risks is essential.

Consulting companies provide services for development of these maritime and marine infrastructures and they are the key link between the constructors constrain budget and time, and cultural heritage stakeholders who want to preserve as much as possible in the best conditions.

This paper will offer the point of view of marine consultancies as advocates of underwater cultural heritage in the Marine Spatial Planning process. These companies have to potential to create synergies between different activities in the seas, protecting the environment but encouraging the investment. It offers new challenges and opportunities for the safeguarding of this heritage, protecting it but opening the door to businesses contribution and people willing to take a financial risk.

<text>All underwater cultural heritage sites are related to people in land. To promote and demonstrate the protection of valuable and important underwater cultural heritage works, is not only to establish museums, organize exhibitions, produce films, or publishg related publications, but also can combine elements with the people, things, and affairs related to the land area. Examples such as the lighthouse on the beach, the residents on the shore, the recovery of underwater objects, and the underwater archaeology sites can be used to develop into ‘Underwater Cultural Heritage Culture Routes (UCHCR)’, so that everyone could use the planned ‘UCHCR’ to have a deeper understanding of the ins and outs of the entire underwater cultural heritage and complete historical stories.
In 1937, the SS President Hoover sank in Zhongliao Bay of Green Island, which was on an important international waterway in the western Pacific, East of the city of Taitung. In order to thank the local residents that helped rescue the victims, the Green Island Lighthouse was built by the American Red Cross the following year. We intend to use the Green Island Lighthouse and the SS President Hoover Shipwreck as an example to plan the ‘UCHCR’, combined with the Green Island Lighthouse, the Green Island Visitor Center, and the Green Island Underwater Archaeological Station to tie all the shipwrecks’ story around the island. Because the island is famous for its clear water and good visibility, richness in corals, diversity of maritime life, and its abundance of underwater cultural heritage, we could also plan for divers the in situ diving guide routes and enlist the local divers to guard the site as volunteers, in order to let the shipwreck site not be a single underwater cultural site, but to enrich the tourist oriented activities and the interest in the island traveling.

<text>Until the opening of Japan in the mid-nineteenth century, Uraga had been a port with both commercial and military significance on a domestic level arguably for the duration of the Edo period (1603-1868). Its international importance, however, lies in the initial years of the period (1603-1638), with considerable documentation showing a flourishing trade with Spain. Never before or after had a European superpower traded with eastern Japan until the nation industrialised during the Meiji period (1868-1912). The intent of this research has been to shed light on a period in Japanese maritime history that has remained overlooked to a large extent for over four hundred years with regards to the circumstances of its development and further growth, despite its overwhelming importance, using both archival and archaeological evidence from both Europe as well as Japan. This evidence suggests that the establishment of Uraga as a commercial and later diplomatic choke point with Spain was initiated and managed by William Adams under the auspices of Tokugawa Ieyasu, and that subsequent utilisation of the port as a point of controlled entry to Edo bay was the convention domestically as well until the end of the Edo period. With this trade, we see that the normal colonial relations Europe had over Asian ports had no hold on Japan. On the contrary, this paper puts forth the idea that Japan was successful at staving off such attempts due to Adams’ intercedence, producing a pattern of entanglement with the West that lasts to this day.</text>

<text>It has always been a difficult task to research and transcribe ancient seafarers’ terms pronounced in different regional dialects. Since 2015, the author has been trying to mark the Southern Hokkien (Minnan) dialect seafarers’ terms pronunciation using Chinese Pinyin, and to record them in Chinese characters, but had not able to find the final solution. In 2018, an oldest and largest extant Spanish-Chinese dictionary was discovered in the University of Santo Tomas Archives, this Dictionario Hispanico Sinicum is supposed to have been compiled in 1626-1642 for missionary purposes in Fujian by Spanish missionaries of the Dominican order with the assistance of Chio Chiu (Zhangzhou) people living in Manila. The dictionary has a total of over 1102 pages, containing about 21,000 entries, including single words, short sentences, idioms and slang. From left to right are Spanish entries, Southern Hokkien vernacular Chinese characters, Southern Hokkien dialect in Romanization, and Mandarin in Romanization. The dictionary not only contains a lot of seafarers’ terms, but more importantly, it also has enough single words to combine into the required new terms. This solves the problem of phonetic alphabet and Chinese character recording for Southern Hokkien dialect that has plagued us for many years. Instead of presenting a regional dialect seafarers’ glossary still very much in the making, this paper has focused on possible solutions for editing maritime vocabulary and jargon in different dialects, keeping the logics of nautical technology in mind. with a particular emphasis on the technical logic behind them. Appropriate selections from dialect dictionaries compiled by missionaries in the past may all contribute to the edition of a proper nautical technical vocabulary and seafarers’ glossary for the whole Chinese coastline.</text>

<text>The developments in underwater archaeology and heritage in East Asia has gained momentum over the past decades spurred on by the wealth of related material in the archaeological record generating a plethora of new data. Simultaneously, different theoretical frameworks can and should be applied to anchor this data within a broader framework. Therefore, this paper seeks to address archaeological material pertaining to the maritime world of the Yayoi Period as well as several theoretical frameworks within which this material can be interpreted and tied to the underwater cultural heritage of East Asia and how to combine material and theory in a meaningful way. Although the most conspicuous witnesses of maritime connectivity - i.e. shipwrecks - are so far missing from the Yayoi Period, there is sufficient evidence on land that attests to the embeddedness of Japan within the broader maritime world of East Asia. This land-based focus of maritime archaeology is in concordance with the concept of maritime cultural landscape developed by Christer Westerdahl, presented in an eponymous article in 1992 where the terrestrial aspect is always dominant. The concept of seascape, on the other hand, places the focus on the sea itself, an intrinsic part of all maritime studies, and stresses the perceptions of the sea as a cultural entity which possesses agency. Despite valid attempts to put the sea at the center of anthropological and archaeological research, for instance in the Pacific or - more recently - the Mediterranean - there is still an imbalance within the research putting the focus more on the land than on the sea. </text>

<text>In 2014 the Green Island 1 became one of the first wrecks to be excavated by the Bureau of Cultural Heritage in Taiwan, two years after the establishment of the Underwater Heritage Department, and one year before the implementation of the Underwater Cultural Heritage Preservation Act. The wreck is likely a British brig from the second half of the 19th century (preliminary conclusion, may be subject to change), yet the research into this wreck should be viewed in relation to the development of both the field of underwater archaeology and the grander Taiwanese identity in general.

Taiwan did not truly form a unified state until after a 400 year long history of colonization, and at the moment it still has a tense political position in relation to the People’s Republic of China. The Taiwanese government is eager to use archaeological material to establish a substantial base to construct a Taiwanese history independent of that of mainland China, which can be seen in the attempts to expand the underwater heritage field. The various historical stages produce the image of Taiwanese people as a melting pot of different ethnicities, including the aboriginal people of Taiwan, the early settlers from the mainland, and different colonial powers who had taken possession of the island since the 17th century, as opposed to mainland China that had been under a much more isolated regime.

Maritime activity was an essential, and unavoidable, element in this international exchange, and historical documents show a high potential for archaeological sites throughout Taiwanese waters. The Green Island 1 is one of the example of such exchange, but as the field will continue to develop we are sure to form a picture of Taiwan as a unique meeting point of cultures in the Pacific.
